Do wedding planners ever turn down customers?

I get there are frustrating customers out there but I'm curious to know if this is common in the world of wedding planning. I know for the customer, they'll consult a few wedding planners before choosing to hire one but has anyone ever been in a position where they turned down a customer or have been turned down on?I'm also disregarding reasons such as budget and wedding date for refusing to work with a customer.
