For those now having a micro-wedding, how did you prioritize who to invite?

We are moving forward this year with our june wedding no matter what. Currently, we are restricted to 25 people, and things don't seem to be looking better.How are people prioritizing people to invite as part of their 25? Parents and grandparents are a priority for us. We originally had 4-5 bridesmaids/groomsmen each, but I predict only being able to have our MOH/best man and NOT their SO's. Did you invite all your sibling's SO's/spouses and small children?
