Marriage License/Officiant Confusion?

I live in Texas and am eloping in Northern California.I’m having a hard time finding the right information.In Texas, you can get a marriage license and still be married in another state. So we would have the ceremony, have the officiant and two witnesses sign, and then it goes back to the courthouse you got it from before you get your certificate. Did I get that right?What am I missing?And will we need an officiant licensed in the state we are marrying in or the state our certificate is from?
